Abstract
This presentation will cover initial ideas for a research proposal. It addresses a fundamental and increasingly urgent question at the intersection of technology and democracy: how can post-silicon computing ecosystems be governed democratically? This research is premised on the understanding that the transition towards 'post-silicon' or advanced computing paradigms—encompassing quantum, neuromorphic, bio-inspired, and other novel architectures—is rapidly reshaping global infrastructure, economic power, and societal control mechanisms. The presentation will outline the background, justification, and key activities of a project that seeks to understand how the (socio-) materiality of post-silicon computing technologies may affect technology governance and how democtratic oversight of emerging technologies may be established.
Presenter
Bernd Carsten Stahl is Professor of Critical Research in Technology at the School of Computer Science of the University of Nottingham where he leads the Responsible Digital Futures group (https://www.responsible-digital-futures.org/). His interests cover philosophical issues arising from the intersections of business, technology, and information. This includes ethical questions of current and emerging ICTs, critical approaches to information systems and issues related to responsible research and innovation.
